Why Visit Croatia in April?
Main reason is that April is great for sightseeing without crowds.
City day trips to Split, Dubrovnik, and Zagreb as its still not warm enough for swimming.
Island hopping before peak season, the downside is that its too cold to swim so you can only do sightseeing.
This is great time for Hiking, photography, and coastal walks.
Tourism begins to increase, but the prices and number of people are still manageable, especially when compared to the months of June through August.

Average temperatures in April, May is better for sunbathing but still if you mind cold water you wont be swimming that much unless your hotels has heated pools:

Inland areas (Zagreb): 12–18°C (54–64°F)
The days are getting longer, brighter, and warmer, but the evenings can still feel a bit cool. Rain is possible but lasts usually day or two.

Southern Dalmatia usually has a bit warmer weather compared to the northern areas and the further south you go south the nicer and warmer weather usually.

How to Dress for Croatia in April?
Pack for layering as you can expect 20c+ and after walking or being in the sun you can feel hot so have a light jacket and sunscreen. For evening additional sweater or hoodie is great addition and during day you can go with short sleeves. You dont really need beach clothes unless you have a spa in your hotel or if you are brave enough to go for a swim in the cold sea.
